What's missing in a learning platform? The point?

Or to be more exact what's NEEDED in a learning platform. Over the past year I have visted a large number of schools that have a learning platform in place 'because we have to have one' and when asked as to how they are used and what everybody is getting out of it, quite often the response is 'not a lot..' usually followed by 'because there's not a lot in it...' What teachers seem to be saying is that they need quality content - so where is it??

So my question really is quite simple, what is your learning platform supposed to give you? And how do we go about changing it and how can content do this? Can it do this?
